As far as automatically extending, it's a Federal law and not covered by state law. It would literally take an "Act of Congress".

Yes, I have a CWL. I also had a HR-218 but it expired in May.

To the best of my knowledge, Collier and Lee Counties have suspended HR-218's due to the virus. I will double check with both of them.

I am a retired LEO from Wisconsin. I've been able to renew my HR-218 in Tampa and Lee County in the past but everything is shut down due to the virus.
