All this is due to the lawyers trying to get a guy off that was finishing up 80% unserialized lowers in California.....
The best case scenario is that the lower remains the only controlled part ("the firearm") on AR style rifles......

Regardless of where you downloaded that app, leaving the country with it is just as much of an ITAR violation as purchasing night vision in the US and taking it abroad.
