For that reason, they aren’t technically considered firearms under federal law. That means buyers can bypass background checks, giving criminals who are banned from owning firearms access to guns. Well this did happen in NJ where Ghost Guns are specifically illegal. He was also caught with a dozen kits. Was he planning to keep all twelve, or sell some? Federal law says it’s legal to build for personal use, but is twelve stretching the law a bit? And in his home, in NJ, he had non serialized AR-15’s, & 18 hi cap mags, also illegal in NJ. GARY.

Although federal and local laws regulate firearms purchases and use, a loophole in federal regulations has been interpreted by some to mean that the parts used to assemble privately-made weapons are not legally classified as firearms and don't require serial numbers.
