Smoking crack on taxpayer dime?

Is this real life? Can someone play devils advocate here and explain it to me because I’m having a hard time understanding their logic. (Not the first time) We are sending 25 different municipalities 400,000.00 to purchase and distribute drug kits. The spin is to prevent minority addicts from spreading disease? How’s that?
