In truth, many handgun restrictions were enacted in the 19th century specifically to keep blacks from owning guns. One of the first laws against carrying was enacted, in of all places, Texas around 1880. Some of it was to keep freed slaves from having guns, and generally disarming the people who might still be Southern sympathizers. Other aspects included disarming Texans to make it easier for Eastern investment interests to fence off formerly open range. Corrupt state government sold out to those interests and couldn't very well have them impeded.
