What was that father thinking? Reports are, the FBI even told him the son shouldn't have access to guns! WTF?

I have two of my own inventory (one each) waiting for my niece and nephew. Now both are in their mid 20's but still, I'm not even sure about letting them take those gifts at this point. I'm pretty confident that neither are "prohibited persons," but I also want to make sure they "are of sound mind" when receiving the weapons.
