"Felon" isn't specifically mentioned, but neither are "muskets".

The 14th amendment only seems to work if you are black, even then not that well... In contrast seemed to work out pretty well in the government's favor. I thought the bill of rights and constitution protected the citizens by limiting the power the government can grab? Guess I am old fashioned.
