That might be the worst handler I've ever seen.
Why was the dog off the lead? Why did he let the dog close enough to lock in a second time?
If the handlers training is indicative of the dogs training, it was bound to happen. Dog even went after the handler briefly.

Bad training all the way around. The dog and the handler. Dog should be put down and the handler should find another line of work.
The victim and his lawyers will get a real good payday out of this.
