New possible work-around for the Electoral College

The commie states have been trying to get a work-around for the Electoral College, since the EC actually works as it was intend to by the Founders. Some of you may have heard of the NPV (National Popular Vote) legislation out there now, but as this article explains that plan has a self-defeating element to it. But a new variant proposed gets rid of that problem (in fact arguably reverses it to a plus).

That is the NPV. The linked article is about a variant that is even worse.

The way I read it, the states would be acting inside the bounds of the Constitution.
A popular vote would, of course, always be in favor of the large cities in each state. I see nothing but adverse consequences of enacting this hare-brained idea into law.

I agree, there is nothing facially unconstitutional about it. That is why it is scary.
