Actually, she has it completely wrong. The 2A was intended for just the eventuality that private citizens would have to overthrow a government where tyranny is the rule, not the exception.

Also here use of the word "regulated" is incorrect. At the time the Second Amendment was written "regulated" meant "properly functioning or in good working order"; much the way the computer in your car regulates the air/fuel mixture so the engine can do it's job.

A well regulated milita in, order to BE well regulated the right to keep & bear arms SHALL NOT BE INFRINGED. A militia can't function properly if the State is allowed to tell it's member what they can and can't own as a tyrannical State would naturally infringe upon said right to the point of nullification. Imagine the government telling you, you have the right to free speech but ONLY if you whisper. Moreover the founding fathers chose their words wisely, there is a reason "shall not be infringed" was included in 2A but not in any other Amendments. The Amendments are not privilege's but RIGHTS. While you can't shout "fire" in a crowded theater, our founding fathers made it 100% clear in order for a militia to function properly the State shall not infringe upon said right.
