I believe the United States of America is the largest ARMS dealer in the world. But laws only effect the servants not the masters.

Ah, but he didn't turn it over, or sell it or "transfer" it in the customary sense. It was abandoned during a hasty retreat. He can play semantics and say he didn't transfer it, and say that with a straight face. He knows what he's doing. The Army knows how it's done; probably got special orders.
