Not to mention that these "no questions asked" buybacks where they pledge all guns will be destroyed seem to be the perfect opportunity for criminals to dispose of crime guns with no fear of being tracked.

Unfortunately this is how budgetary government works. If they don't spend the money, they stand to lose part of the budget next cycle, so everyone is hyperfocused on spending their allocated budget as there is no incentive on saving tax payer dollars. In other words, if this guy didn't collect the gift cards, they would have found a way to "make use" of the budget. Not sure how tracable these gift cards are, but manufacturing guns to make a profit without an FFL is a no-no.
