if you have a multi meter you can easily check the 12v and 5v rails in the PSU to be sure it's providing the right voltages tot he right places. The pin outs for standard atx supply connectors (sata, atx, pci, molex, etc) are readily available with a google search.

Are you getting any video out on the screen? If no, then check your graphics. If yes, It's most likely the MoBo. But I would check ebay for a MoBo and processor.
