Will we get a refund for our membership when the site goes down again?

I have owned and hosted a web forum since the early 2000's.
At first on my own server which proved to be a lot of work. As web hosting sites became a business, I tried a couple 3.
I have been with Blue Host for 5 years now with no issues. Its a premium host for under 400/yr that includes daily backups, tech support, email servers and the such.
I had a porn attack right before the switch to blue host and switched to manually reviewed member requests and have had no issues. No hotmail or any of those two bit email clients are accepted as registration contacts. Nothing since.
No paid memberships, donations more than cover the cost of hosting and a few extras.
The biggest difference between that and this site is the general discussion is designated to the main topic of the web site only. All bitching, complaining, general skirt wagging and the such is not allowed nor are internet MMA tough guy competitions. Thats what facebook and instagram are for.

If I have to pay for membership, do I get a refund when the forum goes down again?
Though I have to admit I might be more willing to pay if it were to guarantee the forum stays up instead of randomly going offline for a time ever year or two.

Whatever it takes.
I donate annually to a couple forums which I enjoy using. I quit the forum that instituted a membership fee.
