What are landlords going to do?
I have a number of friends that are landlords and some have not seen any rent money since February or March. Now thanks to the CDC the earliest they can evict bad tenants will likely be January 2021.
I'm not talking wealth folks here but people that invested in real estate for an income.
What's the answer? Is there an answer?

Well, there is no way any tenant can make up 6 months of back rent.

I would file eviction notices anyway, as a CYA move.
To the extent that the government can and DID take over your private property, an egregious violation of Constitutionally-protected rights, I would file suit or join a class-action suit seeking damages and reparations from the government.

They hope the MOB comes to burn down the block and insurance pays off. I suggest putting up several BLM signs as that seem to attract them for burning. Insurance pays off for Rioting/Looting.
But when the Civil War is declared, no insurance anymore. So you best hurry!

The only people who think war is a good idea are those who have never been in one.
That said, this one's coming.
As far as the landlord issue is concerned. The government ordered the closedown of businesses, causing job losses. The .gov should also have placed a moratorium on landlord's payments, including city/county taxes. Either the .gov functionary who wrote up the plan is an idiot in a cubicle with no concept of the real world (quite likely), or the guy in the corner office who approved it to pass up the chain, is part of a one sided scam to get everything on the cheap when the owners "lose" it.

Eviction holds don't apply when term of lease is over. Evict anyone paying late as soon as lease ends. Month to month as well.
That said, most people are paying, at least partially, their rent. Most landlords are already working with them. And, in many states, eviction is already a long and difficult process.
If a landlord defaults on water or electric, utilities may not even be able to shut off services in some places.

The government’s interference in contractual agreements between landlords and tenants is blatantly un-Constitutional—and therefore unlawful. We are no better than any other communist/socialist/fascist nation that we ever fought against.
Too bad we no longer have rule of law in the judiciary, or these kinds of infringements would be fewer and farther between public notice.
