The question I would have, for those more knowledgeable in the law than I, would such a law on the federal level be applicable solely within the state of Florida in a private sale? It's not interstate commerce, so how could the Feds get into it? I suppose one could argue that one would have to ensure the buyer is a resident of the state, but other than that...?
A dealer would be stuck doing it because of his/her/its federal license, but that's no different from today.

I have a Cuban friend in Miami, who happens to be a "marielito" (escaped to USA during the 1980 Mariel boat lift), a true political refugee.
