A common mistake that people make when trying to design something completely foolproof is to underestimate the ingenuity of complete fools !

Unfortunately, that doesn't mean the ATFB won't come out with an interpretation that defines it as a machine gun. That only means they haven't already defined it as a machine gun.
If it fires 2 rounds with one (1) pull of the trigger its a machine gun. They might as well redesign it to fire 3,4 or more with 1 trigger pull. Sounds NFA to me
I think that it is not a machine gun because both rounds are fired at the same time.
