Addressing the crux of your post... If stocking up under the radar is your point, paying cash is of course the easiest way. To keep costs down, I'd suggest buying ammo on the secondary market. There's a bunch of sub-retail ammo out there for sale right now. You may have to do some driving, but you could accomplish your goal while still saving money. Historically, January and February are the times I've gotten the best deals. Lots of guys spend too much on Christmas and then start liquidating to raise money before the bills comes due.
Do you know of any 2ndary market exchange sites I could visit? I'm more than happy to check them out and pay cash as needed. Otherwise, I find the best deals on Ammoseek.com, which means on-line sales and credit card payments. Unless there are other ways to pay (which was my original query... What are other people doing)... I'm hearing some people using VISA gift cards, so I may check that out and see if they're feasible.

Hit the forums. Even here on FSN, there's some 5.56 and 9mm being sold for right at market rate, but without taxes (viewtopic.php?t=9676).
FGT always has a few decent deals if you're willing to wade through the BS for a FTF deal.
FSN member Molivo has some great prices through his retail store you can buy from in person.
I hit A LOT of yard and estate sales. Sometimes some great ammo deals pop up mixed in with grandma's walker. There's even ctbids.com where a they send me estate sales that I can bid on. Every once in a while, I will see an estate where a large amount of ammo and a few guns are being sold. Sometimes people way over bid, and sometimes I find deals.

Yeah, now--because you haven't been debanked anywhere else. Post 1/6/20 a lot of people were debanked, and it was not nearly as easy as you think to just go elsewhere.
There needs to be legislation on this issue. Banks use FDIC insurance to attract accounts; banning debanking over political positions or the purchase of lawful products needs to be a pre-condition of them getting that insurance. They will STFU real quick.

Agreed. And, perhaps, an addition to that legislation is to ban the use of those codes that specify what particular products are being purchased.
