Well you are mixing apples and oranges. To get rid of medical cards the state has to be on-board. DeSantis, to his immense discredit, is not on board with that, offering up facially idiotic explanations. The main barrier to a rational approach to weed--informed by the disaster of Prohibition, as well as 90 years of failure as to pot itself--are Republicans/"conservatives", most of whom embrace an approach that would have been abhorrent to the Founders of this country. Can you imagine a government telling Thomas Jefferson or George Washington what plants they could grow or consume? It's fucking laughable on its face.
