I'd imagine because the PBSO range (which should have actually been the public range) is only open to the public so few calendar days, no one wants to rearrange their schedule to go. That's not to mention the new shooting park is not nearly as easy to get to (as the PBSO range).
It's been delayed for something like 8 years... I'm hopeful, but not holding my breath.
The PBSO range has been open for 1 - 2 weekends per month for years. As for the bolded "excuse," nothing could be sillier. They run a VERY nice range. The RSOs are excellent - helpful and friendly. Honestly, those of us who go there have all said we'll miss it when they close (if the new range ever opens).
