Does anyone know of someone (local or not) who can machine/grind a 4" flash hider down to .750 then pin/weld to my 12" barrel?

The guys at www.ar15barrels.com can do most anything like this.

I contacted one shop in NoFLA who said he couldn't turn the flash hider if it was nitride treated (hardened). How does one determine if a part has been nitrided?
