Since Billrod is so into depopulation, I think we should start with him. Then work our way down the west coast. I pretty sure by the time we get to Baja population control will not be much of a issue anyone will want to bring up for a while.

He is now the largest owner of farmland in the U.S.. What is the jackass up to? He wants to block sun but then crops won't grow well. It will all be "healthy" GMO foods!
