Congress listens.
Unfortunately, they listen to lobbyist money.
They may pretend to listen to you and may even support a bill or two that isn't backed by lobbyist money, but that is only to extract money out of the lobbyist who opposes the bill.
When the lobbyist runs out of money, they quit listening to them as well. Then they just do what the party tells them to do because they have the blind support of a third of the voting public just by belonging to one of two parties.
