I'm in Iraq presently but keep my personal cell on for emergencies on the home front and they constantly wake me in the middle of the night. And incur charges on my part.

Block them! Yeah, they'll probably call from another number, but it will eventually stop.

They tried. No Call List. Didn't work because how do you arrest someone in Bangladesh or Moldavia?

Yeah, the Gooberment could not c;cleanup a wet dream those POS Turds.
If you have a cell phone, get HiYa app and block'em. They seem to rotate random numbers but you can block any number that come in on the same exchange as your phone.
If you are one of the few old farts that still have a land line, get a VOIP with callerid and don't answer the phone if you don't recognize the number.
These a$$wipes should be drawn and quartered after being forced to listen to "it's a small world" at 100 db for 2 weeks in solitaire.
