Anyone familiar with building permits in Pinellas

I'm having an issue with a contractor, part of it relating to permits. It's appearing they are trying to do do some things without permits, or acting outside the scope of their license. I'd like to get some clarification on the laws. I'd just as soon discuss the details in PM.
