MY rarely used but essential for trivial stuff XP AMD Asus MB tower went dark. Last time it was a bad Ram stick
This time it is not that. I have extra new ones and tried them one and 2 at a time
I unplugged everything. No matter what is or is not plugged in same result. Power on shows green light inside, all fans run (disconnected all but power and Proc fan) even put in a blank SSD to see if I could do a start from blank. Nope and yes I switched that to.
Sounds the same without a VC in or out (I have 4 tried 3)
So, can it be power supply even though I am getting power?
If no that leaves MB or AMD Processor

Are you getting any video out on the screen? If no, then check your graphics.
If yes, It's most likely the MoBo. But I would check ebay for a MoBo and processor. Processors rarely go bad, so they are usually very cheap to replace with anything that will fit in the socket. But working MoBos of any "vintage" are going to be pricey. Your best bet is likely to get a cheap processor and see if that fixes it. If not, you'll be hunting for a MoBo that can run XP and not break the bank.

If it were the Power supply, the thing would most likely be totally dead. No lights, no nothing. No HD's firing up. Nothing. Either that, or a very bad power supply. But that's he easiest & cheapest thing to check and replace, and the one most likely to fail even if the motherboard does not. Check for an "electrical smoke" smell in the Power Supply, which will be a huge indicator. If you do replace the power supply, get a bigger one to handle a larger load.
After that, then look at the motherboard. A little harder to replace. Is it running Windows or something else? If Windows, you may have problems with the "Activation Key" failing and having to be replaced. And that's even if you keep the same CPU, storage, graphics card, etc. etc. I think Microshaft is not letting that happen that much anymore. They want you to upgrade to one of their "subscription" based OSes.
If neither those two, then you have some analysis to conduct.

No video but not the VC. I bought 3 more 9800GTX cards when they were cheap so an easy check.
I left the PC on for a long time (Normally it is on for 10-30 minutes) and the PS fan stopped sometime during that.
I pushed the blades and it started moving but more slowly so no matter what PS is shot.
Question is has that damaged anything else?
Caps are flat top and no discolor.
Because I use for my OS a SSD with the new connectors I have to wait for a new PS as my backup PSs are the old connectors.
I found a new CPU for $20.00 I will get as a backup if it turns out the current CPU is damaged. Won't hurt to have one in the wings if the CPU is fine and about time to reset that anyway.

if you have a multi meter you can easily check the 12v and 5v rails in the PSU to be sure it's providing the right voltages tot he right places. The pin outs for standard atx supply connectors (sata, atx, pci, molex, etc) are readily available with a google search.

Pentium 4. Single core chip. Made during the era of your tower, for those capabilities. IIRC, Limited addressable RAM.

I never used Intel for any build (My current W10 MSI laptop is my first Intel CPU but I did not build it).

The AMD dual core also had limited RAM capability. I ran 4GB but it maxed at 3GB even though there were 4 slots so I could have installed 8GB but useless.
However, 3GB was more than enough when considering the limitations of the other components

First update: It turns out just plugging the USB cord into my MSI W10 Laptop from my 2001 HP 940C printer works fine
